GENERAL DESCRIPTION: 

The purpose of this position is to assume the duties of the Treasurer in their absence. The position is responsible for overseeing the recording of financial transactions including detailed cost and financial analysis and reporting; coordinating operations of the office: procedures, polices and security. This position works independently, under limited supervision, reporting major activities through periodic meetings.


ESSENTIAL JOB DUTIES: 

  1. Analyzes and reconciles monthly bank records & Bond accounts. 
  2. Provide administrative support to the Treasurer.
  3. Analyze and reconcile investment statements.
  4. Allocate and disburse tax collections, including reconciling tax deposits into disbursement reports.
  5. Monitor available bank balances.
  6. Maintain investments/records.
  7. Prepares and submits required state reports on time. 
  8. Prepare correspondences for the tax committee.
  9. Administrate online banking privileges for all county offices.  
  10. Prepare, maintain and balance the departmental budget.
  11. Process online, lock-box and refund payments.
  12. Issue checks from various bank accounts.
  13. Assists Treasurer in developing and enforcing policy.
  14. Distributes tax revenues from Multi-County Industrial Parks.
  15. Ensures software programs are working properly; and acts as a liaison with IT on Treasurer related system problems. 
  16. Manages miscellaneous projects and surveys as needed by Treasurer. 
  17. Assists with Treasury Management including processing of ACH and Wire requests.
  18. Assists in supervising the activities of subordinate professional and clerical personnel. 

The functions listed are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job/class as necessary.


Additional duties include:

Assist and support Deputy Treasurer/Senior Tax Records Specialist/DMV Coordinator with problems and difficult tasks. Maintain confidential office information and files. Correspond with other county/state offices and officials as needed.

EDUCATION AND EXPERIENCE:

  • The educational requirement for this position; Completion of high school/GED. 
  • Education may not be substituted for experience.
  • Related-experience required; Over 8 years.
  • Experience may be substituted for education.


LICENSES, CERTIFICATIONS, OR REGISTRATIONS: 

Certifications, licenses, professional designations, or other qualifications required for this position include: 

  • 10 years or more of financial experience 

Certifications, licenses, professional designations, or other qualifications preferred for this position include: 

  • At least 10 or more years of banking experience
