What You'll Do:
The Senior Project and Resource Manager will have a wide scope of oversight in the areas of Project/Personnel, Finance, and Resource management. In this role you will work closely with government and active-duty, military personnel, and the contractor workforce.
Primary responsibilities in the different areas include:
Project/Personnel Management:
- Overseeing Command projects, facilities renovations, and Military Construction projects for Naval Aviation Warfighting Development Center (NAWDC).
- Identifying project requirements, procuring funding, participating with Naval Facilities engineers on development and validation of Statements of Work (SOWs), monitoring progress of projects and contracts, tracking budgets, validating quality of work, and accepting completed projects
- Maintaining regular communication with ASEC contract Program Manager
Financial Management:
- Identifying program and command funding and staffing shortfalls, preparing requirements documentation for Unfunded calls for upper echelon
- Documenting requirements, editing, and validating SOWs for multiple contracts including special equipment purchases for the warfighter, sole source justifications, and facility renovations across the command
- Supporting command contracts from formulation to completion
Resource Management:
- Providing financial, resource, and strategic planning support, including requirements documentation for submission by NAWDC, Commander to the command resource sponsor
- Preparing and delivering briefings to senior leadership on projects, recommending changes when necessary, and providing strategic planning for program growth

Requirements
Who You Are:
Education, Skills, and Experience
- An associate’s degree (or equivalent, formal coursework) in a business related area of study is required
- 3 years of DoD acquisition experience with at least 1 year of experience in program management, preferred
- 5+ years of experience managing facility-type projects, such as overseeing communication infrastructure roll outs, building construction, remodeling, and restoration within secure facilities
- Experience working with DoD Public Works type organizations, preferably NAVFAC, preferred
- PMP, IAMP, MPM (or similar) certification is a plus
- In depth knowledge of Intelligence Community Directive (ICD) 705 Sensitive Compartmented Information Facilities (SCIF) and Secure Access Program Facilities (SAPF) construction and administrative requirements, required
- You are able to establish and maintain positive relationships with internal and external customers
- You have professional and effective communication skills, both verbal and written
- You take a proactive approach to your work and you're able to accomplish tasks with limited guidance and supervision
- You have demonstrated critical thinking and problem-solving skills
- Your organizational skills allow you to manage competing priorities

Security Clearance Requirements:
- This position requires U.S. citizenship and an active DoD Top Secret clearance. Selected candidate will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
