Roles and Responsibilities:

  • Support a PEO Aviation Program Office (PMO) by supporting the PMO Primary COMSEC Custodian to meet all PMO and Redstone Arsenal COMSEC requirements. Responsible for managing classified equipment, materials, and information in accordance with DoD COMSEC policies; securely storing classified material; maintaining COMSEC access list; limit access to classified material to authorized personnel; maintain accountability of all COMSEC material; submit required accounting reports; brief users and maintain records of initial briefings and debriefings.
  • Perform installation, maintenance, configuration and advanced troubleshooting of COMSEC/CCI equipment as required, to include contacting technical resources from the manufacturer, hands on experience of setting IP addresses, routes, rules and templates in CCI Devices and software upgrades. Perform Field Tamper Recovery (FTR), upgrading cryptographic device firmware and ensuring interoperability of firmware versions between enterprise encryptors.
  • Provide accountability and ensure maximum COMSEC safeguards are in place for the material charged to the COMSEC account to include receipt, control, inventory, transfer, issue, reporting, safeguarding, accountability, security, turn-in, shipment, storage, packaging and destruction. Be responsible for receipt, transfer, accountability, safeguarding, and destruction activities covering all COMSEC materials that support multiple Sub Accounts/Hand Receipt Holders, managing proper accountability and handling.
  • Maintain 100% accountability of all COMSEC/Cryptographic material and required account documentation IAW with NSA, Government Agencies, KO, COR and customer-driven COMSEC requirements.
  • Assist in data integrity containments and investigations on IA related security violations/incidents
  • Conducts COMSEC reporting, prepares report findings, and safeguards evidence obtained during the assessments. Responsible for database management, operator privileges, and security administration. Support and submit COMSEC incident reports to multiple cognizant security and government authorities.
  • Programs and distributes COMSEC devices; orders, receives, loads, and manages COMSEC keying material using the Key Management Infrastructure (KMI) and Simple Key Loader (SKL) and other devices; re-keys circuits as required.
  • Install key and diagnostic testing of COMSEC equipment and provide COMSEC support/oversight to establish secure voice, data links systems and navigation as required; ensure COMSEC compliance in support of successful government reviews.
  • Perform initial and refresher COMSEC and Crypto briefings and provide employee training on processes and procedures and support COMSEC Material Control System and inventory; safeguard/account for classified and unclassified COMSEC Controlled Cryptographic Items (CCIs); disseminate, inventory, and destroy COMSEC.
  • IAW NSA and Customer policy conduct COMSEC inventories, inspections, audits, and Staff Assistance visits. Directs and manages inventory of crypto hardware and encryption electronic firefly and FTR keys. Participates in COMSEC inspections as required by COMSEC CO/Director and COMSEC account manager (KOAM) ensuring continuous NSA requirements/PEO are met. Assumes responsibility for all COMSEC inventory issued to include In Line Network Encryptors (INE) encryption equipment that is used or deployed at locations including remote sites, CONUS, and OCONUS. Assist in the tracking, control and inventory requirements of Government Furnished Equipment (GFE).
  • Trains other local team members as secondary COMSEC Local Elements in operating, configuring, safeguarding, and maintaining COMSEC equipment and Encryption keys.
  • Manages submitted requests using the Request for Crypto Form SF153’s and other relevant COMSEC account documentation.

Basic Qualifications:

  • U.S. CITIZEN - This position is located at a facility that requires special access
  • Must have or be able to obtain a Top Secret clearance with SCI
  • Bachelor’s degree and five years of security experience (experience may be substituted in lieu of degree)
  • Possess a minimum of two (2) years experience in-depth knowledge of Controlled Cryptographic Items (CCI) equipment, operation, and associated keying material
  • Proficient in the use of common fill devices (SKL's, CYZ-10's). Familiar with the order and transfer of cryptographic keys, configuration, loading, and maintenance of CCI equipment such as STE, OMNI, Viper, Taclanes, KIV 7M, Flight and Ground Space COMSEC units, KIK-11, KIK-20, KIK-30, and AN/PYQ-10. Perform hands-on installation, maintenance, and configuration.
  • Operational knowledge of the KG-175s, KY-99Ms, KG-250s, KIV-7M, Viper, FNAC, FNBB, and FNBD equipment
  • Must be a self-starter who can take senior-leader guidance and intent, and oversee the operations of independent and collaborative, assigned projects
  • Must be able to travel up to 20%

Preferred Qualifications:

  • Completion of the National Security Agency IAEC 2112 COMSEC Custodian Course Certification/Training COMSEC certifications
  • NSA or equivalent military service school KMI MGC Operator Training Certification
  • COMSEC directives, CNSSI manuals 4001, 4003, 4004.1, 4005, and NISPOM 5200
  • Detailed knowledge of COMSEC regulations i.e. CMS-1A, CMS-3A, CMS-7, IA policies and applicable regulations, policies, and procedures.
  • Demonstrated knowledge of NIST Information Technology Security Special Publications (SP) 800 Series, with emphasis NIST SP 800-30, NIST 800-37, NIST 800-53a, NIST SP 800-61, NIST 800-171, DHS 4300A, CBP Handbook 1400-05D.
