Job Description

BAE Systems is hiring a Subcontracts Manager to support our Ship Repair business. As the Subcontracts Manager, you will manage a team responsible for subcontractor spend in the hundreds of millions across a very diverse set of subcontractors and commodities/categories.  Responsibilities: Responsible for management, coordination, and development of Procurement professionals at various experience levels with: proposal preparation, review, and execution; development of subcontractor evaluation and selection criteria; negotiation of provisions such as price, schedule, work statements, and terms to meet or exceed business requirements; preparation and administration of high value/complex subcontract awards.  Execute to approved procurement policies and procedures in order to provide the best value consistent with quality and service requirements while maintaining good subcontractor relations.  Responsible for Procurement Compliance and Cost/Price Analysis. Manage subcontractor engagement, internal and external relationship building, development of new subcontractors and advancement of commodity strategies, and subcontractor management through all phases of program execution. Respond to subcontractor inquires, resolve invoice issues, and participate in fact finding activities pertaining to subcontractor safety, quality, and performance execution.  Drive Partner2Win initiatives and evaluate supplier performance relative to cost, delivery, integrity, quality, performance objectives, contract compliance, and other factors. Assist Compliance Managers to develop, implement, and direct policies, practices, and procedures that are in accordance with federal, commercial, state/local, and/or international Procurement regulations. Responsible for continuous improvement (Root Cause & Corrective action) to optimize department performance and subcontractor performance.   Assess, prioritize, and drive issues to closure and be assertive when required. Exercise discretion and independent judgment in the performance of duties. Exhibit best practice work habits and collaborate to promote operational excellence. Deliver quality customer service to both internal and external customers and foster and maintain good subcontractor relationships. Effectively communicate internally and externally and build mutually beneficial relationships. Advance knowledge of procurement compliance, proactively adopt best practices, and support new initiatives. Review performance of subordinate personnel and recommends appropriate actions such as salary increases, promotions, transfers, and disciplinary action. Interview applicants for hire and encourage talent development through training programs to ensure a higher level of skill and proficiency among subordinate employees.

Required Skills and Education

• Bachelor's Degree and 8 years work experience or equivalent experience
• Experience in Subcontracts Management
• Experience in Project/Supplier Management
• Experience in People Management/Leadership
• Experience in a large, complex multifaceted environment, preferably in the Ship Repair industry
• Experience generating, negotiating, and executing major subcontracts/purchases
• Experience in Cost Analysis (Cost and Pricing Determination, Competitive Analysis, Market Trends, etc.)
• Comprehensive understanding of subcontractor solicitations and bid analysis/process
• Ability to develop and utilize metrics to proactively manage the department and meet critical business objectives
• Ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles
• Ability to collaborate well with other departments, such as Contracts, Finance, Programs, Operations, and Compliance Teams
• Ability to support continuous improvement, organizational transformation, and change management
• Ability to effectively lead, motivate, and develop a diverse team
• Business and Financial Acumen to understand impact of performance
• Strong time management/organizational skills
• Excellent verbal and written communication skills
• Proficient with Microsoft Office Suite (Microsoft Excel, Word, PowerPoint, and Outlook)
