Job Description
 
BAE Systems is hiring a Subcontracts Manager to support our Ship Repair business. As the Subcontracts Manager, you will manage a team responsible for subcontractor spend in the hundreds of millions across a very diverse set of subcontractors and commodities/categories. 

Responsibilities:
  • Responsible for management, coordination, and development of Procurement professionals at various experience levels with: proposal preparation, review, and execution; development of subcontractor evaluation and selection criteria; negotiation of provisions such as price, schedule, work statements, and terms to meet or exceed business requirements; preparation and administration of high value/complex subcontract awards. 
  • Execute to approved procurement policies and procedures in order to provide the best value consistent with quality and service requirements while maintaining good subcontractor relations. 
  • Responsible for Procurement Compliance and Cost/Price Analysis.
  • Manage subcontractor engagement, internal and external relationship building, development of new subcontractors and advancement of commodity strategies, and subcontractor management through all phases of program execution.
  • Respond to subcontractor inquires, resolve invoice issues, and participate in fact finding activities pertaining to subcontractor safety, quality, and performance execution. 
  • Drive Partner2Win initiatives and evaluate supplier performance relative to cost, delivery, integrity, quality, performance objectives, contract compliance, and other factors.
  • Assist Compliance Managers to develop, implement, and direct policies, practices, and procedures that are in accordance with federal, commercial, state/local, and/or international Procurement regulations.
  • Responsible for continuous improvement (Root Cause & Corrective action) to optimize department performance and subcontractor performance.  
  • Assess, prioritize, and drive issues to closure and be assertive when required.
  • Exercise discretion and independent judgment in the performance of duties.
  • Exhibit best practice work habits and collaborate to promote operational excellence.
  • Deliver quality customer service to both internal and external customers and foster and maintain good subcontractor relationships.
  • Effectively communicate internally and externally and build mutually beneficial relationships.
  • Advance knowledge of procurement compliance, proactively adopt best practices, and support new initiatives.
  • Review performance of subordinate personnel and recommends appropriate actions such as salary increases, promotions, transfers, and disciplinary action.
  • Interview applicants for hire and encourage talent development through training programs to ensure a higher level of skill and proficiency among subordinate employees.

Required Skills and Education
  • Bachelor's Degree and 8 years work experience or equivalent experience
  • Experience in Subcontracts Management
  • Experience in Project/Supplier Management
  • Experience in People Management/Leadership
  • Experience in a large, complex multifaceted environment, preferably in the Ship Repair industry
  • Experience generating, negotiating, and executing major subcontracts/purchases
  • Experience in Cost Analysis (Cost and Pricing Determination, Competitive Analysis, Market Trends, etc.)
  • Comprehensive understanding of subcontractor solicitations and bid analysis/process
  • Ability to develop and utilize metrics to proactively manage the department and meet critical business objectives
  • Ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles
  • Ability to collaborate well with other departments, such as Contracts, Finance, Programs, Operations, and Compliance Teams
  • Ability to support continuous improvement, organizational transformation, and change management
  • Ability to effectively lead, motivate, and develop a diverse team
  • Business and Financial Acumen to understand impact of performance
  • Strong time management/organizational skills
  • Excellent verbal and written communication skills
  • Proficient with Microsoft Office Suite (Microsoft Excel, Word, PowerPoint, and Outlook)
