GENERAL PURPOSE:

Provides high level of expertise and guidance as part of an owner capital project team in the scope development, design, construction, commissioning, and startup of a large greenfield chemical processing facility.

Focus of this role will be providing direction and definition to all aspects of process safety required for compliance with regulatory requirements and company policies (including the Orbia PSM standards).

The Project Team is tasked with executing the Project Facilities at Koura consistent with published project objectives and Company principles. Each team member has responsibilities to verify that all engineering/design, procurement/fabrication, construction, and pre-commissioning services are performed in accordance with contract conditions and meet or exceed all regulatory requirements and is expected to monitor and appraise contractor performance in the broad disciplines of detailed design, drafting, purchasing, progress measurement, schedule control, and such engineering activities and to ensure that the project achieves established objectives in keeping with Project Execution Plan and Company expectations, engineering practices, procedures, and standards.

ROLES AND RESPONSIBILITIES:

  • Provide process safety expertise to capital project teams developing greenfield chemical processing facilities.
  • Work with members of SHE leadership and technical groups to develop goals, standards, policies, procedures, work practices, and expectations regarding integration of process safety into capital projects.
  • Develop and lead a world-class process safety management program consistent with Company objectives and regulatory requirements during engineering/design, procurement/fabrication, construction, and pre-commissioning of the project.
  • Maintain and communicate to the SHE Engineer and Project Manager the requirements and information necessary to allow the company to maintain design and installations consistent with established standards and specifications and meet all regulatory requirements.
  • Functional reporting line to PSM Director/ PSM Manager and regular communication across stakeholder networks.
  • Integrate process hazard studies, risk assessments, facility siting studies, and other necessary analyses into the project schedule, consistent with industry best practices and company standards.
  • Conduct and/or arrange for (subcontract and supervise) and participate in process risk assessments as applicable (e.g., HAZOP, LOPA, SIL allocation, dispersion studies, etc.), and ensure that the selected risk reduction measures are implemented.
  • Provide risk assessment recommendations using risk analysis techniques and tools. Track recommendations generated from process safety studies and own the risk register for the project to ensure risks/hazards are eliminated or mitigated to drive design to one with hazards as low as reasonably practicable (ALARP).
  • Provide project support, including support to process engineering, to fully develop process and fire protection packages and modelling software applications.
  • Responsible for advising the Project Manager, Engineering Manager, SHE Engineer, and Construction Manager of deviations from process safety design requirements, and/or installation standards, specifications, drawings, etc.
  • Monitor and apply knowledge of current policies, regulations, and industrial processes to the facility design.
  • Ensure robust change management processes are in place and followed to maintain integrity of process safety information during all phases of project life cycle for eventual smooth and accurate turnover to Operations.
  • Ensure that technical quality, physical integrity and operational performance of process safety-related designs, documentation, installations and pre-commissioning activities meet Project Execution Plan objectives and specifications as well as Company needs and requirements.
  • Participate in, and ensure robust application of, Pre Startup Safety Reviews (PSSRs) for the project.
  • Develop guidance and assist in the implementation of the Emergency Response Plan for the facilities as it relates to RMP/PSM.

  • Comply with applicable laws, regulations and company engineering, construction and pre-commissioning procedures and standards.
  • Maintain the highest level of expertise in this technical specialist area to carry out the capital investment program of the company.

Minimum Education Experience/Specific Knowledge Requirements:

  • Bachelor’s degree in engineering from an accredited institution.
  • 10+ years of experience in process safety functions in chemical industry.
  • Well-versed in major codes, standards, and best practices.
  • Experience in providing supervision to consulting process safety and fire protection engineers.
  • Experience participating and/or facilitating process hazard analyses (PHAs) (e.g., HAZOP/LOPA/SIL) for major hazard, multi-discipline, projects/studies.
  • Knowledge of CCPS Risk Based Process Safety Management framework.
  • Expertise in Occupational Safety and Health Administration (OSHA) Process Safety Management (PSM) regulations (29 CFR 1910.119), and Environmental Protection Agency (EPA) Risk Management Program (RMP) regulations (40 CFR Part 68).
  • Ability to build relationships quickly in multi-disciplinary, multicultural, and multi-company environments.
  • Strong attention to detail and capable of performing detailed review of consultant, contractor, and vendor deliverables (e.g., drawing and document packages).
  • Proficiency with MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint, MS Project, Teams, and Outlook
  • Ability to travel about 25-50% percent of the time to accommodate meetings.
